List the BITS jobs

Get-BitsTransfer -AllUsers

Remove all BITS files from queue

1. Stop the Bits Service
2. Remove the files under "C:\ProgramData\Microsoft\Network\Downloader" (qmgr0.dat and qmgr1.dat) 
3. Start the Bits Service
